In 1964, a consortium of oceanographic institutions, the Joint Oceanographic Institutions for Deep Earth Sampling (JOIDES) was formed, and in 1965 the group submitted a proposal to NSF [National Science Foundation] to drill sediments and shallow basement rocks in the Pacific and Atlantic Oceans and adjacent seas.

In 1964, four institutions (Scripps Institution of Oceanography - University of California, Lamont-Doherty Earth Observatory - Columbia University, Rosenstiel School of Marine and Atmospheric Science - University of Miami, and the Woods Hole Oceanographic Institution) joined together to form the Joint Oceanographic Institutions for Deep Earth Sampling (JOIDES). This became a national effort to explore the geological and geophysical structure of the sea floor through a systematic program of ocean drilling, the Deep Sea Drilling Project (DSDP).
